The email, sent by Major Daniel Gutierrez to department captains, established a protocol limiting deputies’ ability to independently assist ICE agents. Sheriff Mina publicly declared, “That is the job of the federal government. I know many sheriffs share that same sentiment,” regarding immigration enforcement, aligning with the restrictive internal directive. However, after Florida enacted legislation requiring law enforcement to assist ICE, Mina abruptly changed his position and began emphasizing cooperation.

Moore claims the department has delayed and closed public records requests without explanation, raising transparency concerns. “He has created different narratives depending on the audience,” Moore stated, suggesting Mina is attempting to appease both sides of the immigration debate in his predominantly Democratic county.

“On one hand, he’s reassuring immigrant communities that they’re not actively seeking out undocumented individuals, while on the other hand, he’s signaling to law and order advocates that they’re working with ICE as necessary,” Moore explained. This dual messaging has eroded trust among Orange County residents.

Critics suggest Mina’s inconsistent approach to immigration enforcement may be driven by future political ambitions, possibly including a run for Orange County Mayor. The Sheriff has previously drawn controversy for kneeling during Black Lives Matter protests and his handling of the Pulse nightclub massacre.
